Two lightweight endpoints for server health and provider state.

GET /api/v1/health
Returns 200 if the server is running. Intended for load balancers and uptime monitors — it does not check the card provider or database.

GET /api/v1/meta
Returns the current state of the card data provider — useful for confirming the cache is warm and data is recent.

lastRefresh | ISO timestamp of the last successful connectivity check; null on a cold isolate that hasn't completed warmup |

uptimeSeconds | Seconds since the current isolate started |
On Cloudflare Workers, cardCount and lastRefresh are populated during warmup() at isolate startup. If the isolate is recycled, these reset to zero/null until the next request triggers warmup again.
